A company protested the award of a small business set-aside under an invitation for bids issued by the Department of the Air Force. The company alleged that the awardee was not capable of performing the contract and that it was planning to subcontract the work to a large business. The company's allegations related to the responsibility of the awardee as a prospective contractor. GAO generally does not review affirmative determinations of responsibility absent a showing of fraud or the misapplication of definitive responsibility criteria. Since neither exception was applicable, the matter was not subject to review by GAO. Accordingly, the protest was dismissed.
