A company protested any award under a solicitation issued by the General Services Administration. The company stated that, since it never received the solicitation, it was improperly denied an opportunity to compete. The company also alleged that the solicitation was broad, nonspecific, and lacking in standards. Since the solicitation was advertised in the Commerce Business Daily, this constituted constructive notice of the solicitation and its contents. Since the company's protest against its failure to receive the solicitation was not filed within 10 working days after the closing date for receipt of proposals, it was untimely. The company's protest against alleged improprieties in the solicitation was also untimely since it was not filed prior to the closing date for receipt of proposals. Accordingly, the protest was dismissed.
