Untimely Protest of Department of Energy Contract Award

A firm protested the award of a contract for laboratory equipment to another firm. The protester alleged that it was the low bidder under the invitation for bids (IFB). The award was made to the other firm because it was on a General Services Administration (GSA) supply schedule. The IFB was canceled and the equipment was procured under a GSA contract. The protest was filed with GAO more than 10 working days after the protester received actual knowledge of adverse agency action. Thus it was untimely, and the protest was dismissed.
