A firm protested the rejection of its bid by the Veterans Administration. The protester contended that the solicitation specifications were unduly restrictive and that it was unjustly disqualified. Since the record showed that the procurement occurred approximately 1 year ago, GAO held that it was obvious that the protest was not filed within 10 days of the protester's knowledge of a basis for protest. Thus, the protest was untimely and not for consideration.
