The General Services Administration (GSA) requested a decision concerning whether a firm was entitled to payment of invoices for rug and carpet cleaning services. GSA entered into a contract with the firm, and the firm performed the services. However, the firm was not listed on the Federal Supply Schedule as required for this contract. GAO held that since the Government received the benefit of the company's services, quantum meruit/quantum valebant recovery was permissible. However, payment was limited to the amount a Federal Supply Schedule contractor would have been paid.
