GAO was asked if the Joint Travel Regulations might be revised or amended to authorize the reimbursement for lodging and subsistence expenses of dependents of military personnel, in addition to the transportation reimbursement for medical care presently provided for such dependents who are outside the United States. GAO found that, in the absence of express statutory authorization for such additional expenses, an amendment to the present regulations granting extra expenses would not be proper. The Joint Travel Regulations may not be revised or amended to authorize the reimbursement in question.
