A firm protested an invitation for bids involving a management broker contract. GAO held that there was broad statutory authority for the agency to make expenditures for such purposes and that GAO does not have the authority to take legal exception to the expenditure. Therefore, GAO declined to consider the protest, and the protest was dismissed.
