A firm filed a protest complaining that an announcement in the Commerce Business Daily (CBD) regarding the intended issuance of a delivery order for automatic data processing equipment specified a delivery date which was restrictive of competition. Bid protest procedures require that protests must be filed within 10 working days after the basis for the protest is known. This protest was filed 16 working days after the announcement in the CBD. Therefore, it was dismissed as untimely.
