A subcontractor requested an independent review of a contract for dredging issued by the Coast Guard. The prime contractor and its surety company refused to pay the subcontractor for removal of dredgings. The request was viewed as a claim by a subcontractor against a prime contractor. Such claims ordinarily are not within the jurisdiction of GAO, there being no privity of contract between the claimant and the United States. Accordingly, no action was taken in the matter.
