A firm protested the rejection of its bid under a Defense Electronics Supply Center (DESC) solicitation. The firm's bid was rejected for failure to acknowledge an amendment to the invitation for bids before bid opening. The firm contended that its failure to acknowledge the amendment should have been waived because two of the changes in the amendment were not significant and because it had suggested the third change to DESC. DESC contended that the amendment materially changed the IFB. GAO held that the failure to acknowledge the amendment could not be waived merely because the bidder suggested the need for the amendment to the agency. Accordingly, the protest was denied.
