An employee of the Public Health Service appealed that denial of his claim for retroactive temporary promotion on the ground that an established position existed during the period of claim. In order for an employee to be entitled to a retroactive temporary promotion, the employee must meet the minimum qualifications for promotion to the position to which he is detailed. The position identified by the claimant required that the incumbent be qualified as a medical officer. Accordingly, since the record did not show that the claimant was qualified for a medical officer position, the disallowance of his claim was sustained.
