A company protested a proposed 8(a) contract award to a firm located outside the geographic area where the contract would be performed. The protester stated that it had been a certified 8(a) contractor for over a year, yet had received only two small contracts, and contended that the Small Business Administration's (SBA) regional office should have been consulted as to possible competition, such as the protester, in that geographic region. The protest was not considered, because whether a firm should receive a particular contract is a determination to be made by SBA. The protest was dismissed.
