A company protested a contract award on the basis that the selected contractor was not responsible under the Bankruptcy Act. The company also requested the release of agency records pertaining to the awardee's viability. Since GAO does not review affirmative determinations of responsibility except under circumstances not applicable in this case, and the mere fact of a bankruptcy proceeding does not require a finding of nonresponsibility, the protest was dismissed. Also, the request for the release of agency records should have been made to the agency, not GAO.
