A company filed a protest concerning the low bidder, and potential awardee, of a small business set-aside. The protester contended that the other company was not a small business and consequently was ineligible for the award, and that the equipment offered by the other company did not meet the bid specifications. Since the Small Business Administration has the exclusive authority to determine matters of small business size, that contention was not reviewed. Whether bids comply with the specifications is a matter of contract administration, which is the responsibility of the procuring agency, not GAO. Accordingly, the file was closed on the matter.
