A firm protested the award of a Pennsylvania Avenue Development Corporation (PADC) contract, alleging that the lower bidder was nonresponsive in failing to provide sufficient information as to the quality of its product. Because PADC is a wholly-owned Government corporation, the activities of which are largely autonomous, and GAO has consistently declined to consider protests arising under the broad discretionary authority of wholly-owned Government corporations, the protest was dismissed.
