Protest Against Awardee's Responsibility

A company protested the award of a contract by the Naval Facilities Engineering Command for the operation and maintenance of Muse generators in Naples, Italy. The solicitation required that an offeror's proposal include a manning chart containing a personnel staffing plan, and a phase-in plan describing in detail a schedule for hiring, training, and full and complete manning of all operations. The protester contended that notwithstanding any representations reflected in the manning chart submitted by the awardee, the proposal lacked the qualified personnel, as well as adequate facilities, to meet the contractual requirements. The protest against the awardee's responsibility was dismissed, since GAO does not review affirmative determinations of responsibility except in circumstances not applicable here.
