A construction company requested reconsideration of a decision denying the protest of a solicitation cancellation issued by the Army Corps of Engineers for a corrosion control facility at Dover Air Force Base, Delaware. The protester submitted the low bid which was substantially higher than both the Government estimate and the funds authorized for the work. Therefore, the Army canceled the solicitation. The previous decision was based solely on the agency's unquestioned legal right to cancel a solicitation in this circumstance irrespective of other questions concerning the validity of a Government cost estimate for the work, reasonableness of the protester's bid, and the genuineness of agency intention to revise the solicitation specifications for future bidding. Nothing was found in the present request to change that conclusion. Consequently, the prior decision was affirmed.
