A protest was filed requesting that a competitor's firm be excluded from competition involving a Navy request for proposals. The protester alleged that the competitor's participation in the procurement would impair the integrity of the procurement process because the competitor induced officials of the protesting firm, possessing trade secrets and other pricing information relating to the procurement, to work for the competitor. GAO held that the matter was essentially a dispute between private parties and could not be considered under bid protest procedures. Therefore, the protest was denied.
