A firm protested the refusal of the Department of the Air Force to provide, under the Freedom of Information Act (FOIA), a list of the names and addresses of the firms to which the Air Force sent a copy of a request for proposals (RFP). The firm requested this list in order to make proposals as a subcontractor to the recipients of the RFP. GAO has no authority under FOIA to determine what information must be disclosed by Government agencies. The protester's recourse is to pursue its disclosure remedy under FOIA procedures. Since the protester raised no protestable issue, the protest was dismissed.
