A guard services company protested specification deficiencies in an invitation for bids issued by the General Services Administration. The protester also protested the award of the contract to another bidder on the basis that the awardee was nonresponsible and in the past had not performed on government contracts. Protests which question such determinations of responsibility are not for review unless fraud on the part of the procuring official is alleged, or the solicitation contains definitive responsibility criteria which have not been applied. The protest concerning the specifications was untimely. The protest was dismissed.
