Highlights

F. Hodgson and Sons protested the agency's decision to deny the request of John M. Carroll Construction Co. to correct an alleged mistake in its bid after opening but prior to award, while at the same time allowing Carroll to withdraw its allegedly mistaken bid prior to contract award. Hodgson's interest in the disposition of Carroll's request for correction resulted from the fact that Hodgson's entitlement to part of the award depended upon whether Carroll was allowed to correct, or only to withdraw, its bid. The protest was denied because of the agency's determination that the evidence established a mistake in the bid but not in the intended bid. Consequently, the bidder may be permitted to withdraw but not correct its bid.
