The Department of Health, Education and Welfare issued a request for quotations requiring offerors to attend a prebid meeting to qualify for the procurement. The solicitation was amended after issuance to delete this requirement. A company which had attended the meeting protested deletion of this requirement and requested reimbursement for the expense it occurred in attending. Absent evidence of fraud or intentional misconduct, GAO did not question the agency's determination that a less restrictive solicitation would meet the Government's needs. Where the protester did not contend that its quotation would not be fairly considered, there was no basis for sustaining a claim for proposal preparation costs. The protest was dismissed in part and summarily denied in part.
