A company protested cancellation of an invitation for bids issued by the Department of the Army, Corps of Engineers for a corrosion control facility at an Air Force base. Protester took issue with the validity of the Government estimate, claimed that recompetition would result in another cancellation, and charged that the Army was remiss in failing to secure additional funds after bid opening to support an award. The position of the Army that additional funding could not be obtained was not subject to review by GAO. As there was no basis in record to question the Army's stated intention to redesign and readvertise the project, the protest was denied.
