A firm protesting the award of a contract for court reporting services stated that the General Services Administration (GSA) denied the firm an opportunity to submit a bid. Even though the firm contacted the GSA contracting office on several occasions, GSA failed to send a copy of the invitation for bids as requested. GSA claimed that the firm's omission from the bidders mailing list was inadvertent. Since there appeared to be no deliberate attempt by GSA to prevent the firm from bidding and since reasonable prices were obtained on the procurement from an adequate number of competitive firms, the protest was denied.
