A firm requested reconsideration of a prior decision which found its bid to be nonresponsive. Neither the protestor nor the second low bidder had inserted a price for a subitem in the second step of a two-step procurement. The second low bidder, however, made a specific commitment in its step-one technical proposal to furnish the item, thus indicating an intent to be bound by the terms of the specifications. Although the protester submitted workpapers allegedly showing that the firm intended to supply the item at no charge, such evidence when presented after bid opening does not make the bid responsive. The fact that the agency found the protester's step-one proposal acceptable did not preclude rejection of the step-two bid which omitted the price for the necessary subitem. The prior decision was affirmed upon reconsideration.
