A firm protested the award of a contract alleging that the grantee was incapable of meeting the requirements of the invitation for bids, and requested a preaward survey be conducted to determine the grantee a responsible bidder. GAO no longer reviews protests against affirmative determinations of responsibility unless either fraud is evident on the part of the procuring officials or the solicitation contains definitive responsibility criteria which allegedly have not been applied. Neither exception was present in this case; the protest was dismissed.
