A large business firm protested the setting aside of an invitation for bids for exclusive small business participation that was issued by the Navy Supervisor of Shipbuilding in San Diego, California. GAO held that the contracting agency may properly determine whether adequate competition may be anticipated under a small business set-aside to ensure that awards will be made at reasonable prices. The protest was also dismissed as untimely, since it was not filed before bid opening or the closing date for receipt of initial proposals.
