The claimant, the Health Service Director, requested credit for 5 years of civil service employment towards retirement as a member of the Commissioned Corps of the Public Health Service (PHS). Since the claimant was employed in a civilian capacity by the International Cooperation Administration, Department of State, and employment in a civilian capacity does not qualify an employee for the purpose of receiving years of service credit towards retirement as a PHS commissioned officer, entitlement was denied.
