GAO will not reconsider its decision denying a protest against the award of a Government contract in which the protester contended that evaluation of special purchase option credits allocated to the Air Force for a procurement to determine the lowest cost source gave an unfair advantage to the protester's competitor. GAO denied this protest because the initial filing of the request for reconsideration did not contain the necessary statements in support of the protester's contentions. According to GAO Bid Protest Procedures, the protester must furnish a detailed statement containing factual and legal grounds for reversal of the original decision or show evidence of actual abuse. In addition, the supplemental statement of the protester was filed after the expiration of the period during which a request for reconsideration will be considered.
