Protester alleges that a contract should not have been awarded to a competitive bidder who is financially shaky and will not be able to meet the delivery schedule. GAO, however, will not review protests against affirmative determinations of responsibility unless either fraud is shown on the part of procuring officials or the solicitation contains definitive responsibility criteria that have not been applied. GAO will not check the actual performance of the contract to see if the work is completed on schedule, since this is a matter of contract administration and not for consideration under Bid Protest Procedures.
