Computing Basic Pay Upon Conversion From Wage Grade to General Schedule Position

Night shift differential and environmental differential are to be included in establishing the rate of basic pay in the wage position for purposes of selecting a rate upon conversion to the General Schedule. In determining the rate of basic pay in the wage position, the appropriate shift differential is included only for those employees actually assigned to the second or third shift at the time of conversion. Changes in legislation are proposed which would prohibit the pyramiding of the night differential that presently occurs. With regard to the hazard differential, the employee is entitled to that rate of basic pay which he received during the last hour he is in a pay status prior to the effective date of the conversion action.
