A contractor filed a timely protest but neglected to state any specific grounds for protest. GAO requested a detailed statement of specific grounds of protest within 5-working days of the receipt of GAO's request. The protester furnished the statement 9-working days late, 21-working days after the protest was initially filed, and 28-working days after the protester knew the basis for protest. There was no reason why the protester could not have prepared a brief written statement detailing the specific grounds of its protest within the 5-working days allowed by GAO. Therefore, the protest was dismissed.
