A company protested against rejection of its bid as nonresponsive and contended that other bids were nonresponsive. The bid was properly rejected as nonresponsive for failure to include required bid guarantees. The proposed awardee's bid was properly found to be responsive in spite of: the absence of the bidder's signature on a modified bid form where the bidder's intent was clear, failure to initial a bid correction which may be waived as an informality where there was no doubt about the intended price, the fact that the bid guarantee was signed by an individual other than the bidder where the secretary who signed had authority to sign bids and contracts on behalf of the bidder, and failure to complete a supplement to a standard form which is applicable only in negotiated procurements. Deficiencies alleged in the bids of the third and fourth low bidders were not considered since the agency proposed to award to the second low bidder who was found to be responsive.
