A company protested issuance of a delivery order, contending that its prices were lower than those of the awardee. The delivery order was issued against a Federal Supply Service contract and was not negotiated. The agency was not bound by its oral advice to the protester that it was the low bidder, and the agency had no intent to make an award until resolution of another protest. The protester's documents did not indicate a price reduction for a Federal Supply Service item, and evaluation and contract award were made on the basis of the most current price schedule available.
