A company protested the failure of a prime contractor to award it a subcontract, contending that it would have been awarded the subcontract if it were not for agency interference. The agency's determination to supply items as Government furnished property to the prime contractor was a matter of contract administration and not for GAO review. A claim for proposal preparation costs was denied since the agency followed applicable regulations.
