A Peace Corps volunteer's liability for the cost of using a foreign air carrier was questioned. A provision of the Peace Corps Act authorizes the use of funds outside the United States without regard to restrictions on obligations and expenditures. This provision applies to unusual situations peculiar to foreign assistance organizations and does not allow for payment of the cost of transportation by a foreign air carrier which is prohibited by the Fly America Act and is imposed governmentwide.
