Sole-Source Procurement Was Proper

The protest, considered timely since there was doubt as to the date on which the basis of protest was apparent, was denied because: Government Printing Office procurements from its revolving fund are exempted from the fiscal year limitation on contracts; the protester was not prejudiced by the agency's failure to contact it directly during the market survey since its equipment did not meet requirements; the requirement for prior delivery to ascertain reliability and the failure in the market survey to provide details to the potential vendor were not unreasonable under the circumstances of the procurement; and the sole-source award was justified since an adequate market survey indicated that only the awardees could meet requirements.
