The low bidder on a space contract contended that the agency's determination of its nonresponsibility was not based on substantial evidence and that the information upon which the determination was made was not current. The contracting officer's determination of nonresponsibility for lack of integrity was based on a preaward survey and was justified. The determination was based on the most current information available at the time of the preaward survey, and the protester had adequate notice of the agency's concern with the protester's reputation for integrity.
