The second low bidder alleged that a contract awardee's bid was a "buy-in" and that the awardee was not equipped to produce the required product. The possibility of a "buy-in" is not a proper basis upon which to challenge the validity of a contract award. In addition, GAO does not review protests which question an affirmative determination of responsibility and will not conduct an investigation to determine whether the protester's speculations are valid.
