A company protested the rejection of its proposal and contended that it was improperly excluded from the competitive range. The determination that a proposal is not technically acceptable and, therefore, not within the competitive range is within the procuring agency's discretion. Allegations concerning unfair evaluation of the proposal are mere speculation and must be rejected.
