A company requested reconsideration of a decision sustaining the agency's withdrawal of a small business set-aside because of price unreasonableness. The decision was affirmed because: comparison with prices submitted by a large business on a past procurement was proper, an allegation that a price submitted was unrealistically low in order for the company to maintain market domination was not for GAO consideration, and the allegation of an excessively low bid did not provide a basis for challenging the award.
