A decision was requested as to whether payments could be made to service members for leave accumulated in a missing status in excess of 60 days in spite of the restrictions of the Department of Defense Appropriation Act. The act does not prevent payment to the members since the purpose of the restriction is to prevent the sale of unused accrued leave upon reenlistment.
