A company protested the rejection of its bid for failure to acknowledge a material amendment, claiming that it never received the amendment, that it was responsible to original requirements of the solicitation and therefore multiple awards should be made, and that competition was inadequate. The protest was denied because: the bid was properly rejected since the bidder's failure to recieve the amendment did not result from a deliberate effort by the agency to exclude the bidder, the solicitation contemplated only a single award, and determination of the adequacy of competition is within the agency's discretion if there are significant efforts to obtain competition and prices are reasonable.
