The protester objected to the award of a contract under a sole source procurement. Since the agency decided to reexamine its contemplated sole source award following submission of an obviously nonconforming proposal by the protester, the timeliness of the protest was properly measured from the date the protester was advised of the agency's affirmation of its original intention. The protest against the sole source procurement was denied since the protester failed to show that the agency determination was without reasonable basis.
