The low bidder on one lot of a small business set-aside contended that the awardee's bid should have been rejected as nonresponsive because of its "all or none" condition. The solicitation neither authorized nor prohibited an "all or none" bid, and the applicable procurement regulations permitted an "all or none" bid. In addition, such bids do not violate small business set-aside policies. The Ship Repair Contracting Manual provides for the total award to the low bidder on all lots even when another bidder is low bidder on one of the lots.
