A protest to a contract award involved a request for records under the Freedom of Information Act (FOIA), the proposal evaluation, and procurement procedures. GAO has no authority under FOIA to determine what information must be disclosed. The protest was denied because: the protester's allegation that the evaluation panel was not impartial was not substantiated, and qualifications of panel members is not a matter for GAO review; there was no evidence that the agency conducted negotiations with only one offeror after receipt of offers; the agency was not unreasonable in deemphasizing quantity in its evaluation, and was not obligated to discuss the matter with the protester; and the agency's choice of a proposal 2.4 percent higher in cost was not improper.
