A company contended that the low bid on a requirements-type contract was nonresponsive because it was qualified by an estimated quantity. The qualification was proper since it evidenced the low bidder's intention to submit a bid on a specified minimum quantity and not to impose a guarantee of a minimum quantity to be ordered.
