The protester objected to the failure of the agency to set aside the procurement for small business concerns and contended that the low bidder offered an unreasonably low price. The decision as to whether a procurement should be set aside for small business rests with the administrative agency. There is no legal basis for precluding an award merely because the low bidder submitted a below-cost bid.
