A protester to a contract award contended that the awardee's bid was nonresponsive because of failure to state the total base bid price, failure to comply with solicitation requirements, and because it did not contain an Affirmative Action Program certificate. The protest was denied because: the bid was responsive to the requirement that the contractor furnish services for all school days anticipated in the solicitation, and the extended total price was determinable from information provided; a licensing requirement in the solicitation was unduly restrictive and was not a necessary prerequisite for award; a requirement that the contractor submit a certificate of insurance at least 5 days before subcontractor performance and the question of whether or not the contractor was supplying the required number of buses were matters of contract administration and not for GAO determination; and the Affirmative Action Program provision involved bidder responsibility, not responsiveness, and can be waived by the agency.
