A company requested reconsideration of a decision denying its claim for expenses incurred in preparation for work under a solicitation which was subsequently cancelled, arguing that the government received a benefit and that actions by agency officials led it to believe that it had been awarded the contract. The claim may not be paid since the contract was not awarded, the government received no benefit, and personnel with contracting authority did not act in a manner that would reasonably induce expenditures by the claimant.
